Welcome to Bellevue's Great Neighborhoods Program

Bellevue is known for its diverse, vibrant, and welcoming neighborhoods. The high quality of life that residents enjoy is no accident - it’s the result of thoughtful and collaborative planning with the people who live, work, and play here.

The Great Neighborhoods program is the process for developing neighborhood area plans that reflect the community’s values and vision for the future. Neighborhood area plans inform future growth and change by providing guidance to city staff and developers about the kinds of improvements people want to see.

Neighborhood area plans are part of the city’s overall Comprehensive Plan, which outlines citywide policies on issues like housing, transportation, parks, environmental sustainability, and more. Neighborhood area plans are important tools for addressing the changing needs and conditions at the local level.

The neighborhood area planning process will develop policies and direction for:

  1. Neighborhood Identity: Define the unique aspects of each neighborhood and develop strategies to highlight them.

  1. Enhanced Community Gathering Spaces: Define and strengthen community hubs and “third places” that foster social interaction and connectivity.

  1. Urban Design Framework: Establish guidelines to support neighborhood design, focusing on opportunities to activate spaces and improve the look and feel of public spaces.

  1. Neighborhood Connectivity: Make it safe and convenient for people to get around their neighborhood, connect to transit and use other modes of transportation.

  1. Public Realm Improvements: Identify needs and priorities for future improvements, such as streets and trails, through community engagement.

    The city has heard about traffic concerns on SE 60th St in Newport. There are several planned projects aimed at reducing speeds, improving the pedestrian environment, and improving lighting. There are two flashing beacon crosswalks planned for SE 60th St (similar to the existing flashing beacon crosswalk at 128th Ave SE). One—voted in through the Neighborhood Enhancement Program (NEP)—will be built at SE 60th St/120th Ave SE near Newport Hills Park. This location will include lighting and ADA improvements. Another is planned further west on SE 60th St, just west of 118th Ave SE.

    To address speeds, a stationary radar sign is planned for the westbound direction west of Coal Creek Parkway (up the hill approaching the trail crossing at 128th Ave SE). Radar signs are proven in Bellevue to reduce speeds, including the existing radar signs on SE 60th St near 123rd Ave SE.

    While these projects are funded, you can make additional specific requests using the following links: sidewalk, speed humps, and streetlights.  Please be as specific as possible with regards to desired locations.

    Hello Eve,

    Thank you for the great question. Our team is in the process of rolling out various engagement tools out for the community. Right now we're asking people to share the stories/memories/experiences about the places that they love or that make Newport unique. Understanding what makes Newport special helps the planners understand what people want to see continue or to see more of in their neighborhood. 

    The planning team will be rolling out additional feedback tools in the coming weeks. We encourage you to attend our upcoming Virtual Kickoff on October 9th, where you will get a chance to learn more about the project timeline.
