About the Plan Update
The City of Bellevue is currentlyupdating its citywide Economic Development Plan. The plan will guide the city's continued efforts to achieve its vision of being a vibrant and inclusive global innovation hub fueled by a highly educated, entrepreneurial and diverse workforce.
The purpose of this update to the current Economic Development Plan’s chapters is to reflect the completion of 2020’s strategies, address the evolving economic landscape, and leverage new opportunities to advance the City Council’s vision for Bellevue’s “Vibrant Economy.”
This update aims to provide a strategic framework to enhance economic prosperity, improve quality of life, and ensure sustainable development within the community.

About the Current Plan
On November 2, 2020,the City Council adopted the City of Bellevue Economic Development Plan. This plan provides a citywide strategy to guide the city's efforts to strengthen and diversify the Bellevue economy for the good of existing and future residents and businesses. The plan also focuses on strategies to respond to COVID-19’s effects on the Bellevue economy and ensure resources are directed towards activities that advance economic recovery, provideequitable opportunities, and optimize growth towards the community’s desired outcomes.
City Council approved the following guiding principles for the plan's update on December 10th, 2024:
Strengthen economic diversity and resilience by retaining existing businesses, promoting innovation and expanding new industries.
Support the success of Bellevue’s small businesses and future entrepreneurs, with a focus on those of diverse backgrounds and minimizing displacement.
Scale and sustain enhanced services by leveraging partnerships and new implementation tools.
Position the Creative Economy, inclusive of arts, cultural and new creative industries, as a key driver of Bellevue's economy.
Strengthen Bellevue’s workforce to meet future industry demands and provide access to opportunity.
Elevate Bellevue’s districts and public spaces to foster unique identities, ensuring that they are welcoming to residents, workers, and visitors.
Highlight Bellevue’s culture, world-class amenities, and natural environment to advance its status as a premier tourist destination.
