Welcome to Bellevue's Great Neighborhoods Program

Bellevue is known for its diverse, vibrant, and welcoming neighborhoods. The high quality of life that residents enjoy is no accident - it’s the result of thoughtful and collaborative planning with the people who live, work, and play here.

The Great Neighborhoods program is the process for developing neighborhood area plans that reflect the community’s values and vision for the future. Neighborhood area plans inform future growth and change by providing guidance about the kinds of improvements people want to see.

Neighborhood area plans are part of the city’s overall Comprehensive Plan. They are important tools for addressing the changing needs and conditions at the local level. This project will focus on developing policies and direction around:

  1. Neighborhood Identity: Identify and strengthen a neighborhood’s unique elements.

  1. Mixed Use & Neighborhood Centers: Strengthen centers that provide for goods, services, cultural amenities, and housing for the community.

  1. Community Gathering Spaces: Strengthen indoor and outdoor spaces to foster a sense of belonging and support events and social interactions.

  1. Mobility and Access: Improve access to mobility options and local connections inside and outside the neighborhood.

  2. Environment: Improve qualities of features such as trees, streams, wetlands, nature trails, and other open spaces, to support human health and local wildlife.


Discover Phase Wraps Up!

Thank you to the over 400 people in Eastgate who participated during the Discover Phase of Great Neighborhoods. It was great to meet and interact with you. The planning team was busy this fall with the following activities:

  • Sent a mailed questionnaire to every household
  • Held an in-person kickoff
  • Tabled at community events
  • Hosted school workshops
  • Met with business owners
  • Went on a neighborhood scan

The team is now pouring over all the input we received and putting together an engagement report that will summarize what we've heard, who we heard from and how we will use your feedback to shape the plan.

In early 2026 we will shift our focus to the Define Phase where we will ask for your feedback on draft vision statements, key policy moves and urban design elements. We will also have more fun ways to participate on Engaging Bellevue soon!

Also, please continue to encourage your neighbors to participate; it’s not too late to have their voices heard! Please share the sign-up form link so they can get project updates and learn about upcoming ways to engage.
